How industry-led sector-based strategies are transforming traditional talent pipelines

Rapid advancements in technology, focused investments in equity, and volatile geopolitical landscapes continue to drive the rapid growth of key industries across the U.S. – ultimately demanding innovative solutions to build the skilled workforce needed to fill critical talent gaps.

Sector-based workforce strategies have long been a key response to these industry skill gaps, informing investments in training for critical skills needed for high-growth roles. Engaging committed employers is essential to ensure that these pathways lead to meaningful and rewarding employment opportunities.

What are employer-led sector-based strategies?

Grounded in employer needs and industry-aligned skills, sector-based strategies position training with the career path at hand, ensuring that workers acquire the relevant skills needed to get the job done and connect employers to new sources of talent that are specifically trained to their role requirements. By focusing on specific sectors, training programs can be tailored to meet the unique demands of industries, leading to targeted skill development across roles. This approach engages employers directly in curricula development and creates trusted pools of talent with pathways to internships, on-the-job learning and apprenticeships, and long term employment opportunities.

Sector-based strategies provide an incredible opportunity for low- and middle-income workers to access in-demand training connected to jobs on the other end. These investments support workers in accessing living-wage opportunities in careers with growth potential, while building sustainable pipelines for employers who are eager to hire diverse, skilled talent while taking a skills-based hiring approach to traditional recruitment strategies.

How can AI-powered technology help?

Naturally, building these sector-based strategies requires new and innovative partnerships between government agencies, training and education partners, and employers. But to build a 21st century system, career navigation technology grounded in skills can support job seekers in mapping their transferable skills to those needed against high demand occupations, to determine how best to pursue career change in new industries.

Whether it be connecting ecosystem stakeholders to one another or offering a virtual front door to service for job seekers, technology is critical to program success. In addition, these initiatives must be easily accessible to low-income workers, driven by data, and grounded in high quality outcomes, all of which require technology to be effective.

Investing in Colorado’s healthcare economy

One such example of this technology-driven innovation is found in Colorado. As the state faces a looming shortage of caregivers, threatening both its economic stability and the health of its residents, innovative approaches were needed to create a sustainable talent pipeline for healthcare careers. The Pathfinders Program, supported by Colorado's Opportunity Now grant program, represents a collaborative effort designed to address this critical challenge. Spearheaded by Intermountain Health, InStride, and FutureFit AI, this initiative aims to create a comprehensive ecosystem that provides personalized pathways to education and employment in healthcare careers.

The Pathfinders Program focuses on leveraging the potential of underrepresented groups, including those without four-year degrees, rural workers, and New Americans, by connecting them directly to career opportunities in healthcare. Utilizing FutureFit AI’s AI-powered technology that acts as a one-stop shop of training, resources, and job opportunities, the program will implement a pioneering pathways model, guiding job seekers from exploration to employment and career advancement. By doing so, we hope to connect thousands of Coloradans without post-secondary degrees to living-wage jobs in healthcare, setting a new standard for scalable, employer-led workforce development models that align with regional economic priorities and promote upward mobility.

Path forward

While using healthcare as an example, this type of partnership has the potential to impact high-growth industries, including emerging careers in industries like semiconductors, advanced manufacturing, and clean energy, all of which are growing rapidly despite a lack of robust and qualified talent pipelines ready to fill these roles. As the federal government continues to invest in talent pipelines like these, taking a sector-based approach to training and employment makes sure these dollars are spent effectively. Strategies like this will not only support individuals to access dignified, living-wage jobs, but will help employers grow their talent pipelines, fill open positions, and strengthen the economy.
